Individual countries have zip codes not regions. Its more, I believe zip codes are to target specific areas within a country rather than the country itself. That is why if you are sending a letter from one country to the next you can't just put a zip code without mentioning the country it is going to. Zip codes work best when there are regulations in place for street names, areas and maps for all. The mapping for the islands is very poor in my opinion and it may be one the main reasons why zip codes have not made a greater impact in the Caribbean.
